What it does

Sets EU-wide transparency rules for paid political advertising, including labels, transparency notices and a public ad repository. Online targeting and ad delivery using personal data is only allowed with explicit consent, on data collected from the person, and never using special category data or profiling.

Sponsors of political ads and providers of political advertising services, including online platforms and publishers, for ads disseminated in the EU.
Penalties
Member States set sanctions; maximum fines of 6% of annual income, budget or worldwide turnover of the sponsor or provider, whichever applies.

Data protection authorities for the targeting rules (Articles 18 and 19); national competent authorities and Digital Services Coordinators for the rest.
